I have a tan so I'm like brown, and I'm asian (if that helps)

Which color would look good on me?

And hair, I want side bangs but I don't know if I should.

As far as the hair goes layers are perfect for you. Ask a stalest to start from the shoulder down. You can still wear a pony tale and create bangs.
